The Commercial organization works to effectively leverage assets and market knowledge to create additional value within the risk parameters of the Company. We do this by maximizing general interest profitability, enhancing return on capital employed by successfully partnering with the Refining, Transportation and Marketing functions to ensure Value Chain Integration. Our truck and rail fleets support our feedstock and distribution operations. Rail movements are provided via a fleet of more than 10,000 owned and leased rail cars. Truck movements are provided through numerous third-party trucking companies, as well as through our 100 percent-owned subsidiary, Sentinel Transportation LLC.

The Rail Fleet & Maintenance Contract Analyst is responsible for working with Refining, Commercial, Specialties and marketing teams, to assist in identifying and understanding railcar leasing requirements to support their businesses. Provide support to the Commercial Surface Transportation & Logistics organization by preparing and analyzing rail car leasing and maintenance data in a way that facilitates optimizing rail fleet management through improved rail car utilization, securing competitive leasing terms and maintenance cost evaluation that identifies trends and cost improvement opportunities. Serve as the point person in resolving issues and providing support for internal accounting systems that provide support to back-office personnel. Position also assists in analyzing expiring rail car leases coordinating approval processes and providing notifications to Rail Leasing and Maintenance teams.

Responsibilities May Include:

  • Executing all components of the contracting process (supporting contract strategy development, negotiations, T&Cs, implementation, maintenance, and monitoring, etc.).

  • Interfacing with leasing and maintenance teams to drive alignment on vendor, commodity and contracting strategies and contracting requirements.

  • Implements and coordinate new contracts approvals and uploading contracts into the Phillips 66 Ariba system and 3rd party Fleet Management system and working with vendor and business stakeholders.

  • Develop, maintain, and manage rail leasing reports and processes for rail car lease renewals and expirations and communicating to business stakeholders and back-office teams.

  • Analyze and stay abreast of industry changes impacting rail fleet management.

  • Ensure open lines of communication are maintained and information is exchanged in a timely manner.

  • Provide support to leasing and maintenance team and assist in preparing presentations for business reviews and negotiation of contracts.

  • Assist Specialist, Rail Equipment and Compliance in maintenance data gathering, invoice approval summaries and reporting.

  • Work with 3rd party maintenance vendor and the Shops / Leasing Companies to monitor cars in shop and expected release dates.

  • Work with back-office accounting teams and leasing or maintenance on invoices that require resolution.

  • Perform audit of lease rates in 3rd party systems to ensure accuracy against vendor leasing portals and complaint with Business policies and principles.

  • Serve as primary backup for leasing and maintenance team.

  • Update systems with lease renewal terms, mechanical specifications, and mandatory test data to facilitate maintenance repair scheduling, identification of clean rail car return requirements and mandatory modification schedules, fleet optimization and management of back-office accounting processes.

  • Query and analyze rail movement data to support rail fleet management and rail car leasing contracting strategies. Conduct spend analysis by managing generation of monthly rail operations revenue and expense statements by fleet designation and business unit.

  • Assist in developing rail car leasing and maintenance KPI’s.

  • Perform special projects as needed for the leasing and maintenance team.

  • Responsible for tracking and managing the movements of cars into/out of service and work closely with Rail Operations team.

  • Supporting the use of Company systems (Ariba, SAP, ECM, CCM, ERC, ePayables)

Required Qualifications:

  • Legally authorized to work in the job posting country

  • High school degree or GED equivalent

  • 2 or more years of data analysis or contract management experience

  • Proficient in Microsoft Office products

Preferred Qualifications:

  • Bachelor’s degree

  • Good understanding of operations and value drivers

  • Strong problem-solving, organizational skills

  • High ethics, personal drive, and dedication to achieve team goals, and provide operational excellence

  • Ability to adapt to changing work environments and make continuous improvements

  • Ability to set, manage and meet multiple priorities

  • Working knowledge of SAP and other procurement technologies (e.g., e-Sourcing, contract management)

  • Proficient in Microsoft Office products and rail system tools including railroad online tools, leasing vendors, PCMiler, Intellitrans or other 3rd party logistics systems

  • Experience with SAP, Business Intelligence (BI) reporting tool, Tableau and Alteryx
